Is there any way to sort this report by descending or ascending delivery date?

Try to change the Scope of List to BEST_ALV or ALLES_ALV and navigate through Views> Purchasing Document> Delivery Schedule.

Or, try using ME80FN.

Try the Report ME2M with Scope of List BEST_ALV / ALLES_ALV and after Exectuting the Report Select the Delivery date Column and Click on ascending / Descending as per your Requirement.

No, you can not do that except you download to excel adn than do in the excel
