PIR's cannot be consumed by STO's unless and until you use strategy 40 with consumption indicator for PIR as "4"-Flexible Consumption for Different MRP Elements (BAdI)".
Even with strategy 40 you would have to initially activate the BADI "MD_PIR_FLEX_CONS" in order for it to work.
For strategies other than 40 (e.g 60/63) you would have to design/build a custom code within a PO userexit to make STO's consume PIR's. I have worked on this exit and would strongly recommend not going this route. Too many complications.
