We are running 4.7. My users would like to require a goods issue on deliveries that have non-stock items. We have miscellaneous items on some deliveries that do not require picking. Typically, these items ship with inventoried items so it will not allow the creation of a billing document without a goods issue.
In the seldom case that these non-stock items are the only items on a delivery, these deliveries show up on the billing due list and allow creation of a billing document without a goods issue. The users want the system to require a goods issue.
I have checked the incompletion procedures, etc., but I don't see anything obvious to correct this. Any help is appreciated.

For sales with material type NLAG, Item category TAX and schedule line category CX contain the standard settings along with copy control settings (VTFL, item level requirement 004) that suit your case.
