SD : how to copy Shipment Cost Doc Header Value to Billing Document header

We have a requirement wherein we need to pass Shipment cost Document Value to Billing Header Condition [Z condition value(Defined as Header only )].

Does any one knows the possible way(s) of doing this.

This can be possibly handled by writing a copy control routine through VOFM transaction.
