Event is not subscribed -how to check ?

I created event according this article:

just set other namespace and name, see code below,

created action and subscribed to it

by wdThis.wdGetOnPostSave_ItemDetailsAction();

which is compiled.

This code works on one portal but not their copy (not full) .

For what reason this code may not work on portal copy ?
