Hi,
We are in the process to upgrade from 4.6C to 6.0 with a 7 teras database so the downtime is huge. One of the requirements is to do the upgrade, do the necesary changes to workbench and customizing (Transports during upgrade) and get everything working OK as it was in 4.6C, then the new features found in EHP3 will be implemented some weeks after.
Now with 6.0 SR3 we can import EHP3 as part of the upgrade process but I´m not sure if those enhancements will be activated or not. I have read that when importing EHP's they do not become activated so everything on the ERP will not be modified and then the functions can be tested and implemented in productive system.
Is this the same within the upgrade? we do not want to implement new funcionalities in the upgrade but later.

the installation result is the same with the upgrade. Only if you activate business functions later in SFW5, new features of EHPs become active. The technical installation or upgrade does not switch them on automatically. So you can use the ERP 6.0 functionality if you do not switch on business functions after technical upgrade to e.g. EHP3.

installation and activation are separate steps, as Christoph already pointed out. There is one exeception (a Business Function for a particular Industry Solution).
It is documented in the Master Guide for SAP enhancement package 3 for SAP ERP 6.0
