I have created a user group with T.Code: SUGR in devlopment and now i have to transport USER GROUP ex: TEST_ECC from Devlopment to quality. Please let me know the procedure..

There is no normal procedure for this (to transport it).
Depending on how many groups you have, 99% of the time creating them by hand is faster anyway.
Also, you might want some groups in PROD but not in DEV and vis-versa...

Hi,
if you still (after Julius' comment) want to transport your usergroups, create the transport manually and enter tablecontent of USGRP (usergroups) und USGRPT(corresponding texts). The relation usergroup/users is held in table USGRP_USER.

Interestingly your header did not match content of the thread.
If you are just worried about User Group, its just as normal as Creating a User ID in production. You can create directly in Prod (or QA in this case), unless you have a ton of User Group and think it saves time transporting, you may try the above solution.
If you are thinking abt transporting User IDs!! its a whole big story.
