How can i delete the blocked material permanently.

forget this MMDE, it is only possible in a test system, and only deletes the material, but the transactional data, such as PO, or even stock sits forever in your system and screws up further test scenarios.

physical deletion is only possible with Archving, using transaction SARA for object MM_MATNR.

Usually a material archiving is one of the last steps in an arching cycle.

You first have to archive transactional data (like purchase orders, production order, batches) then you have to archive dependend master data like bill of materials, info records, and only then SAP will allow you to archive a material if it has no value in curent and previous period and year.

you can mark the material for deletion using tcode MM06.

then when your system administrator will Run archieving program ( SARA) then it will be deleted permanently ie. archieved in different storage location.
