The warehouse structure in Warehouse Management is hierarchical and consists of the following elements:
-The Warehouse Number
-The Storage Type
-The Storage Bin
-The Quant
Hence, we can say 'The Warehouse Number' as the Higest Organizational unit in WM.

the highest org unit in WM can only be the warehouse number, as you can have inventory from various plants and/or storage locations with this warehouse.

If Warehouse management is active, the organizational units we define to warehouse number are First Plant and sencond storage location.
So, can consider Plant and Storage location or Plant alone.

plant is the highest level for WM

client is highest level because whenever a system starts it aks for client...then only you can look forward for a single individual module..
Once you enter it you do as follows, see that Warehouse number is next to Client:
To depict the setup of your physical warehouse in the system, first define the warehouse structures in WMS in the Customizing application. We recommend that you adhere to the following sequence when setting up your warehouse structure in the system.
Define the warehouse number in Customizing under the path Enterprise Structure -->Definition --> Logistics Execution --> Assign warehouse number to plant / storage location
Define the storage types in Customizing under the path Logistics Execution --> Warehouse Management -->Master Data --> Define Storage Type.
Define the storage types in Customizing under the path Logistics Execution --> Warehouse Management --> Master Data -->Define Storage Type.
Create the storage bins.
Now hope it makes you clear...
