ITS Error importing a theme to edit

I've tried to solve this but I really can't... I need to solve because it's an important project at the company where I work.

We have a file sent by the customer(to be edited,modified and re-sent),it coudn't be imported into the NWDS because next error appears:

<b>The Design could not be imported.

No ITSDesignData available. The stream that should be imported seems not to contain valid design data.</b>

What I have to do?

I read this presentation <b><i>Integrated ITS in SAP Web Application Server</i></b> and I was wondering if I have to configure a local WAS in my machine to import this file? (I don't know how do it)...

This error appears when you try to import a themes editor file and NWDS version are different.
