Custom Page Layout Not available when creating new page

I created a custom page layout and uploaded the par file.

I then created the actual layout pcd object that is based on the par I uploaded.

I then try to create a page to and in the page creation wizard it gives a drop down of all the Available Layouts. and mine is not there ???

I am using 2004s ...
