Hai,
What is the difference between the personnel area and org. unit.
Is there any difference, if it is not there , why we need configure the serperately like org unit in OM module, P. Area in PA module.
How to set up the company code and highest of org. unit no. in org structure.
How to generate the time evaluation as per indian financial year.
How to do this?

Personnel area are created to define the location, we can't define positions, persons at this level. so Personnel area is maintained in PA
whereas
Org units are created to get a clear picture of the organization structure like which is the root org unit , how one org unit has a relationship with org unit.
Under Org units we create the positions, persons.

Difference between personnel Area and Org. Unit
Personnel area is classification of PA which is specailly ment for personnel administration module.
Personnel Area must be a org. Unit but it doen't mean that all org Units are personnel areas
Org. Unit is classification of OM which is specailly ment for Oranizational Mgmt module.
As a HR Consultant You are not going to set company as higest Hierarchy of the org unit. it is SAP default when create enterprise structure it automatically will get assigned
Time evaluation is same across the globe it is not best practice to do so as per indian financial year. I belive no one will follow this in real time too. Please check with you requiremt

PPOCE is the transaction code to create a new org structure.
