Assignment of Cost Centers to Splitting Structure

I have created a production cost center in Prod Server and want to assign it with Splitting Structure thru OKEW.

System response :

Client 600 has status 'not modifiable'

Your client 600 is not modifible. check with your Basis team for modification of your present client 600.

Wat is std practice.

I should get my client 600 modifiable or

update it in Dev and then transport to QAS & PRD

what is SAP recommendation.
