portal performance improvement

Hi, we are working in a customer that have a central arquitecture with two server, one development (5 gb RAM, 1 CPU, 1 server node 64 bits, DB2) and the other production (3 CPUS, 16 GB RAM, AIX 5.3, 1 server node 64 bits). That arquitecture provide service to all world because the customer have office in America, Asia ... In miami for example have slow time response. We are analyzing improvement to get good performance. ┬┐What do you think about that arquitecture to provide service to all world? What would be the good arquitecture?

We have track with httpwatch, a request to the home page after log-on, and we have seen that much time that the portal consume is in provide css and js before serve innerpage , my question is if is possible to cache at system level that files?

Other actions that we are planning:

-Cache configuration

-Stress testing

-http compressi├│n and customize virutal machine.

Any suggestion about performance will be wellcomed.

thanks in advanced.
