Problem in Planning Table

PP gurus,

I am facing a problem regarding a FERT with regards to Planning table. I have 2 FERT material: for 1 the planning table comes in change mode but for the other the table doesnt come in change mode.

Please tell me what could be the problem if the planning table is not coming in change mode for a FERT material.

Points will be awarded.
