Billing plan change and display user specific

hi,

Requirement of client is :-

In a contract we use Milestone billing plan.Now my client want that the billing plan tab should come in display mode for some users and in change mode for some users.

I know how to make it in display mode but that is applicable to all the user. Don't know how to make it user specfic CHANGE MODE and DISPLAY MODE?.

Need help on this,

In Transaction Variant thr is option whr we can user group for that particular transaction variant.
