Hello,
In CE, To work with Web Services Administration(WS Administration), which auth/roles is required.
For admin user it works fine but not for other users.

Search for all roles with soa and that should at least solve your problem until you know specifically which roles you need or not. Giving a person all the roles containing soa should solve the problem. You might also want to try with esr.
