i have query regarding release strategy for PO

Hi,

I have configured PO release strategy Z1, Z2 and Z3. Now Z1 and Z2 are of same cader and will be released either or (i.e if Z1 is absent then Z2 will release) and after that Z3 should be released. How to configure Z3 strategy. Can anybody help me.
