Hi friends,
I am using a local version software for my company. now i cahnged to SAP B1. now i need to create Item master and buisness partners. can i create it using my old software database. is there any migrating tools for this pupose

You could use the Data Transfer Workbench to migrate the data.

The suggestion given by Sundar is correct. DTW is a better tool.
First, you need to export as much data as possible from your old system. The best format to export will be CSV or Tab delimited.
Then, open DTW template for Item and BP to march the fields with your data. Before match, check all the meaning of the fields to make sure they are indeed match.
Finally, upload the prepared text file through those template. You may need quite a few test runs in your test environment before the true upload.

Hi,
Yes,it is possible to import data from existing DB.You can use either DTW tool or Data import from excel which is integrated in SAP B1.
The data import from excel can be used only to import & update BP and Item masters.
Other data can be imported only through DTW
