Strange, this table is empty for my purchase order. I changed the asset assignment (type A to K) and there are no occurence in this table. But when i use the menu Environment\Item changes, i can see the history...
If i use BAPI_PO_GETDETAIL, the PO_ITEM_HISTORY is empty too (HISTORY parameter is 'X', of course).
I think the tables you are looking for are the document change tables CDHDR and CDPOS. EKBE holds what SAP calls the PO history ie details of all the material documents raised against the PO.
I don't know of a function module but you can query either table quite easily. The objectclas for POs (at least in our system) is EINKBELEG and the objectid is the PO number with leading zeros (if any). The CDPOS lines table holds the change details in the VALUE_OLD and VALUE_NEW fields.
Has your PO got a payment history? If you look at it in ME23N have any goods receipts or invoices been raised against it? If so (and it is not compulsory), the BAPI should pick them up.
