The resolution was not related to the propsed suggestions on this forum - a change was required to be made directly to the DB in which SAP conducted a webex with me and the client to achieve the change.

do I do this per client? Or just on the server?

Hello Lisa,
Accordingly to [http://support.microsoft.com/kb/555175|http://support.microsoft.com/kb/555175] it is a general issue, which is related to the machine where you are trying to de-install / install any Software.
That is why you need to fix that PC / Server where you get this error.
E.g.
if the error occurs while upgrading SBO-Common with Add-on's: -> Carry out the fix on the Server.
If the error occurs while upgrading Outlook Integration on a Workstation with SAP Business One Client: -> Carry out the fix on affected Workstations only.
