As known,
CPA is the abbreviation for Collaboration Profile Agreement.
CPA cache means it will contains the cache copy of all objects created during configuration time (ID)
CPA cache used in adapter framework during runtime,accessed at http://server:port/CPACache where port refers to the j2ee port.
WHERE AS tcode SXI_CACHE is used to access the runtime cache for the Integration engine.

There are two types of cache
1. CPA cache
2. Runtime Cache
CPA cache
It is your Collaboration profile agreement cache, ie to mean it will contains the cache copy of all objects created during configuration time (ID).CPA (Collaboration profile agreement )Cache-mainly for J2EE engine/Adapter engine.

Collaboration Profile Aggrement(CPA) cache --> It contains all objs created during configuration(I.D) means Adapters
and communication channels.
CPA Cache is a cache for IR and ID Objects.
It means due to some automatic refresh with the connection of server have not updated or the integration server is overloaded your information of Repository or Directory objects then you need to manually refresh the cache

Collaboration-partner-agreement are the configuration object details that have been created using the configuration time. The details are updated into the runtime cache when you activate the Configuration objects in Integration builder u2013Configuration time. This cache is referred to as CPA cache
