NWA function is not found in my CE's NWA

Dear Sirs,

I'm now trying to configure SSO for Web Service according to SAP Help.

SAP help says "Using the WS Configuration functions in NWA select the Service Definition, ...",

but I could not find out the "WS Configuration functions".

I found "WS Administration" but it seems not the one.

Can anyone tell me how to nagivate to "WS Configuration functions"?
