Transaction VOPA, select transport, click on button partner functions, check that all you need is there. If you need to enter a new one, page down to the last page until you see the empty lines and just enter what you need.
Then in the menu toolbar clik on environemnt assign acc grp. Assign th respective acc grp, e.g. sales partners.
Then chose goto-> procedure assignment and check that your shipment type has a procedure assigned to it or enter a new one.
Than click on button partner procedures select the relevant one, click on procedure details and check that the partner function you need is added to the procedure.
Save.
