Patches from OS level

Hi Guys

I need your help to apply one basis patch (SAPKB70013) on netweaver 2004s . When I was applying this patch through transaction SPAM server restarted . Now I am unable to open any transaction , when I try to open any transaction even u2018spamu2019 it is going into dump .

Could you please provide me the steps to apply this patch through operating system . I am using windows 2003 server.
