Process engine not being triggered by message

SXMB_MONI says, it has handed the message over to PE, but there are neither Queue entries in any queue, nor is there any workflow. There never has been any workflow in this system at all, BPE was cutomized using "automatic BPE customizing" in SXMB_BPE_ADM.

The integration process was activated with code 0, I can see it in sxi_cache.(several times over it was activated ok)

The BPE is running ok, as I can tell from SWF_XI_ADM_BPE_DISP.

I have configured the integration process in SWF_INB_CONF to use mode 2: one queue without persistance. All cashes have been refreshed using the howto-guide, the system was completely rebooted.

Somehow, it looks like PE doesn't get the trigger to create an instance, although in sxmb_moni, I can see the checkered flag and the green flag for the outgoing message to PE.

When you click on PE in SXMB_MONI, the queue presented looks empty. But if you use QRFC Administration -> Monitors -> outbound queue you will see the queue which is not at all empty. Remove the first entry which blocks the queue.
