Do you mean a blank shipment without any deliveries in it? With VT04 and by creating variants for the collective processing, you can have shipments automatically created and have planning button pressed in.
I will have an inbound shipment with one or more inbound deliveries; I want, if it's possibel that when I save shipment the system automatically set status planned.
