is it possible to change the payer in the billing.after saving the billing document and without doing invoice cancelation ?

In billing document, you cannot change any of the partner functions even if it is not saved.

It is not possible to change the partner functions once the billing is created.
If you want to change the payer then it can be done only in sales order after deleting the billing document.

I think in std SAP it is not possible
A lot of data flows from payer master record like credit limit, terms of payment,reabate activation etc
