I need to create BOP in GTS in background. someone knows which technical process has to be done? we couldn't find a bapi or idoc to do this. we found only the class /SAPSLL/CL_BOPHD but we can't get it working.

What is the reason to create new bill of products in GTS? My suggestion is to create the BOM in R3 and than transfer it to GTS.

BOP is a business object of GTS. You can assign BOPS to a products in GTS.
In the transaction /n/sapsll/menu_legal.
Then in the option "Sap Risk Management " click in "Restitution u2013 Master Data".
Then in "CAP View for Customs Products" click in "Maintain Products"
Then in the restitution for an specific license determination I can assign some bops to the product.
