I'm not entirely sure of what you're asking for here ...... but it sounds like an authorisation requirement. IF you are trying to access the transaction and don't have authorisation to do so, run tx SU53 and send the report to your user admin people with a authorisation change request.
p.s - I wouldn't be wetting it ... whatever you do, electrical equipment and liquids don't mix well.
